Pre-Test dan Post-Test dalam Sosialisasi Penguatan Diplomasi Kemaritiman dalam Pembangunan Daerah Pesisir Berkelanjutan di Provinsi Kepulauan Riau

Penguatan diplomasi kemaritiman pada wilayah kepulauan memerlukan pemahaman bersama mengenai tata kelola, koordinasi lintas aktor, keadilan manfaat, dan perlindungan ekosistem pesisir. Kegiatan pengabdian ini bertujuan memperkuat literasi peserta mengenai diplomasi kemaritiman sebagai instrumen pembangunan daerah pesisir berkelanjutan di Provinsi Kepulauan Riau sekaligus memetakan perubahan pemahaman melalui pre-test dan post-test. Sosialisasi dilaksanakan melalui pre-test, dua paparan tematik, diskusi multiaktor, dan post-test. Materi pertama membahas tata kelola pemerintahan daerah dalam penguatan diplomasi kemaritiman, sedangkan materi kedua menekankan strategi diplomasi kemaritiman dan kolaborasi lintas aktor. Evaluasi menggunakan sepuluh butir pilihan ganda pada masing-masing tahap. Tujuh lembar pre-test dan post-test dapat dipasangkan secara utuh dan dibaca dengan jelas sehingga menjadi dasar pemetaan skor deskriptif. Rerata pre-test mencapai 92,86%, sedangkan rerata post-test sebesar 91,43%. Empat peserta memperoleh skor 100 pada post-test, namun perubahan agregat tidak menunjukkan kenaikan karena satu peserta mengalami penurunan pada beberapa butir aplikasi. Pola butir memperlihatkan penguasaan yang sangat tinggi pada konsep dasar koordinasi, keberlanjutan, tata kelola lintas level, partisipasi, dan kemitraan. Variasi jawaban terutama muncul pada isu pemerataan konektivitas, batas peran diplomasi kemaritiman daerah, dan formulasi rekomendasi kebijakan yang komprehensif. Temuan kegiatan menunjukkan bahwa pre-test dan post-test berguna bukan hanya untuk mengukur skor, tetapi untuk mengidentifikasi area yang memerlukan penguatan lanjutan. Sosialisasi selanjutnya perlu menggunakan studi kasus Kepulauan Riau, simulasi negosiasi, dan latihan penyusunan peta jalan agar pengetahuan konseptual semakin terhubung dengan keputusan kebijakan praktis.
