Abstract

Quality healthcare is a vital component in achieving community welfare, especially in island regions such as Tanjungpinang City, which faces geographical challenges and resource constraints. This study aims to examine the role of innovations implemented by the Tanjungpinang City Government in improving the quality of community healthcare services. The study employs a descriptive qualitative approach, utilizing data collection techniques such as in-depth interviews, participatory observation, and policy document analysis. Research informants include policymakers, healthcare facility managers, and community leaders selected through purposive sampling. The findings indicate that the city government has implemented a number of innovations, including mobile health services to reach remote areas, digitization of service systems through health applications, and empowerment of health cadres as drivers of preventive services in the community. These innovations have had a positive impact on improving service coverage, administrative efficiency, and community participation in health programs. However, budget constraints, uneven distribution of health workers, and digital infrastructure challenges remain issues that need to be addressed. This study concludes that contextual, participatory, and locally-needs-based health service innovations are important strategies for improving the quality of public services in island regions. Therefore, sustained policy support and cross-sectoral collaboration are needed to ensure that existing innovations can continue to develop and have a broader impact.
